Dunno about the law on the topic, but I think "aim the lights toward the place you need to see" and "don't aim the lights into the faces of other people who need to see" are two general rules of thumb that might apply here.

It doesnt matter which side the light is working on, its which way the deflector shines the light its producing...

I assume your worried as the RH light is on when at dip, where as you would expect it to be the LH side??? If so dont worry lots of bikes are like this.
